bought the Nvidia Shield was that RetroArch (a game console emulator) is available for it. I installed RetroArch on it and put some game ROMs on it, and I think it actually works fairly well.

Not that I am a fan of cloud gaming, but how does that work? Does Nvidia host the RetroArch instance and you upload ROMs to it? Or are the ROMS already available from their servers?
