I have been trying to get back into SWLing. My receivers are not
top of the line, but not bottom, and I have done well with worse
in the past.
As I scan through the bands I am finding few stations, other
than apparently Spanish stations or Radio Cuba. Has Shortwave
Broadcasting been that badly abandoned? Or am I just not finding
them. I have tried most of the bands, several times a day. All
of them once in a while.

Sounds like you've just had bad luck listening sessions.
I've only had the 40USD Sangean budget analog dial sw
receivers and I still have some pretty good listening
sessions. I can often pick up programs from WBCQ the
planet, www.wbcq.com. And this helps enhance my hits
http://www.earthsignals.com/swfreqs.html I still get some
insteresting random hits, the Netherland, Japan, and Sweden
have had some interesting programming in English.
