in it or not, has no meaning for it's status... ;-)

It is on the BACKBONE lists as a non moderated echo.

Possibly because the last moderator allowed it to lapse one way or another.

As I stated, not renewed for one reason or another.

The EList system and for that matter the BACKBONE lists are for the sysops who wish to automate as much as possible the adding of new areas to their system with the minimum of effort when a downlink requests a new echo area.
