The have all moved to the US.

Good question ... there was a region in Z4 once, R97 Mexico, but it
folded end of the 1990-ies and was lifted in 2001.
Any thoughts on why/how?

Well, all I can think of is that the late 90's is when things shifted
away from dialup/modem to internet/IP. I would imagine that the
rural-ness of much of Mexico meant that internet access was a little
slower to develop there than in some other places. But... that would
have meant that the dialup modems would have stayed in operation for as
long as there were dialup connections available in the rest of FidoNet,
and as of today that availability is pretty limited. So I'm guessing
that it just became too hard to get connectivity from many places in
Mexico, and it faded away.
On the other hand, big areas like Mexico City surely have plenty of
internet access, and you'd think some of the "old guard" would have
wanted to get back into the hobby. Seems a little strange that they haven't.
