    It's a time travel loop. B4 travels back in time with Sinclair who becomes Valen who reorganizes Minbari who then fight EA to near extinction who then find Sinclair who then becomes commander of B5 putting him in place comandeer B4 and travel back in time to become Valen who reorganizes Minbari who then fight EA to near extinction who then find... well, you get the picture.

    Kosh and presumably the Vorlons as a whole, knew everything Sinclair experienced until Babylon 4.

    To a degree, the enigmatic nature of Vorlon behaviour makes sense until that critical point in the timeline since they had Valen's advance intel. Not a coincidence then that they abandon the cold war and go all-in just before Sinclair takes B4 back in time. They no longer have assurances that caution will ensure their future plans to play out and suddenly they're just as active as the Shadows as a result.

    Where did you find this info. In the show, there's no mention regarding length of construction.

    You're right, it did take 2 years to construct, which strikes me as wildly optimistic. They wouldn't have started construction on Babylon 5 until after Babylon 4 vanished, which happened in 2254. Babylon 5 was completed in 2256, so there's 2 years for design tweaks, construction, and staffing/populating it. I found this information on the babylon5 wiki.
